Probably imagines they hate each other. Definitely expects them to come to blows. Then, they go separately to report to Hunter, and it's nothing but compliments and accolades, and bb trainee bursts out with ??? Turns out, Callan/Meres have just been tetchy cause work has gotten in the way of their fucking schedule...
Oh YES, I love Meres the ~*flirtatious*~ torturer. He just grins so cheekily the whole time, like a kid in a candy store, even as he breaks fingers and other... body parts in his work. Callan says something in the stories about this work being Meres's passion, and I have to say, I agree. It's likely the reason Meres joined the Section, so he could have a, um, legal outlet for his sadism.
And Meres is 100% a sexual sadist, you can't convince me otherwise. I recognize that look in his eyes...
Ah, good point on "Amos Green Must Live", I forgot that Squire!Hunter was with Amos when the poison gas/shooting happened. Perhaps he thought he was safe with Cross and the rest of Amos's security keeping watch. It's not really equivalent to Callan running to the scene of Cross's shooting in "If He Can, So Could I", though. He was clearly out for blood, and Hunters don't get their hands dirty... ever. There's probably political as well as safety reasons for that - Hunter needs to keep up appearances, as he has diplomatic obligations. Can't have your Foreign Office contact be caught for murder.
Anyway, I do sympathize with you, LOL. The TV show is definitely inconsistent. If you're agonizing over this because of fic, just go with whatever rule makes things easiest in your plot. That's what the official writers did, haha.
