My id 100% eats up the "physically stronger Valjean holds Javert down during sex, and Javert is super into it" from the JVJ side. If you want an idea of my power fantasies, take a look at Wonder Woman or Captain Marvel (Carol Danvers), their superpowers put them waaaaayyy above the guys :) I realize that physical strength is not synonymous with power, but it's still hard for me to let go of this sensitive spot. I've often felt nature was unfair to females of the primate species by making us smaller, weaker, and rape-able by the males. Should have been born a spotted hyena. Or a black widow spider LOL.
I checked Wiki, and it looks like women were officially allowed to join the police force in the early 1900s, so your time frame is on point. I could fudge that by a decade or so with the argument that criminal/terrorist activity is so rampant, Gisquet will do whatever is necessary to infiltrate the ranks of the perpetrators - including a special petition to the government to allow women to serve as law enforcement officers.
I abandoned het!JVJ because it was really problematic from both sides. With fem!Valjean and male!Javert, you have the stereotype of the saintly woman forgiving all ills men visit upon her, along with the trope you mentioned. With male!Valjean and fem!Javert, it feels incredibly condescending and sexist to have a man show a woman what ~*real feminism*~ is about... there's plenty of people in the community who hate that. So while the dynamic is certainly interesting, I don't know how to do it without making it gross. Really, if I wanted to enact my femdom fantasies on male!Javert, I'd just write a complete matriarchy AU, where only women are allowed in the top legal, political, business, etc ranks - so all his superiors would be Dominant women :) ready to use this subservient officer for their whims.
